DESCRIPTION:A população Europeia continua a envelhecer\, e à medida que este fenómeno demográfico avança\, também avançam os desafios que se colocam às economias dos países. De acordo com as projeções de 2018 do Eurostat\, à medida que os Europeus vivem mais tempo\, vai subindo a despesa em cuidados de saúde e em cuidados de longa duração\, projetando-se que\, em 2050\, estes representem já um peso de 9% do PIB da União Europeia. \nNeste cenário\, todos os agentes sociais\, um pouco por toda a Europa\, são convocados a refletir sobre a forma como os recursos são usados no desenvolvimento de respostas que\, de forma eficaz\, concorram para a manutenção da capacidade e a autonomia dos idosos\, garantindo a equidade\, o bem-estar e a qualidade de vida de maneira eficaz. O paradigma de investimento social contribui para este processo de avaliação\, fornecendo uma matriz que tem em conta os resultados e os custos da sociedade nas decisões de investimento em cuidados de longa duração para idosos dependentes. \nO projeto SPRINT – Social Protection Innovative Investment in Long-Term Care – foi financiado pela Comissão Europeia no âmbito do programa Horizonte 2020. Envolveu o trabalho de vários especialistas de 11 países Europeus que\, em conjunto\, desenvolveram a ferramenta de avaliação de impacto social de intervenções no domínio da prestação de cuidados a idosos que será apresentada\, no dia 11 de outubro\, em sessão pública\, no Porto. \nA ferramenta que será apresentada oferece um guião de análise onde se descrevem os fatores a serem considerados ao avaliar o potencial de investimento social em cuidados de longa duração de uma dada intervenção e os princípios para a criação de um mapa de impacto para os prestadores de cuidados. SUMMARY:Conferência "Strategies of Ethnic Tourism Development in China"\, por Nelson Graburn (University of California\, Berkeley)
DESCRIPTION:Presentation \nChina’s population of 1.3 billion includes fifty-six official nationalities or minzu of which 110 million\, nearly 10%\, are “minority” (i.e. non-Han) ‘small nationalities\, or ‘ethnic groups’\, found mostly in Southern and Western provinces. Most of the rural people are poor and so have been subject to development efforts. Under Mao Zedong development was promoted through education and technical advancements\, and “backward customs” such as polygamy\, foot-binding\, superstition and religion were banned. After the opening up of 1978\, narrowing the gap between minzu and the majority Han has focused on poverty alleviation through education and wage labor. Prime has been the promotion of domestic tourism to rural areas where ethnic “difference” is maintained through traditional performances and products\, ironically often reviving formerly banned cultural forms.\n1. One path\, stressed by NGOs and foreign advisors\, emphasizes the preservation of “authentic” material and performative culture while developing the lives of those still in ‘traditional’ villages. This often allows the villagers to choose their development paths and to redistribute the income according to local participation\, as commonly found in Guizhou. However external capital and the Party often corrupt the process by creating monopolies and banning the informal sector. \n2. A second development is the introduction of holiday hotels and businesses to be run by the ethnic minzu\, but without cultural performances These businesses are often called ‘nong jia le’ ???\, ‘peasant family happiness\,’ This prize-winning strategy was first started in Guangxi but has been successfully copied elsewhere. Again\, forces of commoditization or takeover by external capital may create inauthentic ‘MacDonaldization.’ \n3. A third direction is the ‘hyperdevelopment’ of ethnic performances by creative outside producers\, in Theme Parks and tourist venues. My examples are mainly from Yunnan\, Guanxi and Guangdong. \nBut\, as we shall see\, not all rural ethnic villages can develop through tourism.
